Eligibility Criteria:
The ISRS at Portland State University is open to currently enrolled international students who meet the following academic requirements:
- Undergraduate Students:
- Must have sophomore standing.
- Completed at least three terms at PSU.
- Maintain a minimum GPA of 2.75.
- Transfer Undergraduate Students:
- Must have sophomore standing.
- Completed at least one term at PSU.

- Post-Baccalaureate and Graduate Students:
- Completed at least one term at PSU.
- Maintain a minimum GPA of 3.00.
- Co-enrolled Students:
Students simultaneously enrolled at Pennsylvania State University and any USCIS-approved educational institution may also apply.

Ineligibility Criteria:
The following applicants are not eligible for ISRS 2026:
- U.S. citizens, permanent residents, or individuals eligible for U.S. federal financial aid.
- Students who pay their tuition in-state or receive an advance tuition waiver.
- Students who hold Employment Authorization Documents (EADs), except those granted under economic hardship rules.
Scholarship Benefits:
The Portland State University International Student Scholarship provides the following:
- A partial tuition subsidy of $1,500 per semester or full tuition, whichever is less.
- This scholarship is applicable only for the fall, winter, and spring semesters.
- This scholarship may be renewed for a maximum of six semesters, based on continued eligibility and academic performance.
