Hubert H. Humphrey Fellowship Program in USA | Fully Funded

The Hubert H. Humphrey Fellowship Program 2026–27 is a fully funded and highly competitive exchange program designed for mid-career professionals from Pakistan who have between 8 to 18 years of relevant professional experience.
Administered by the (USEFP) in Pakistan the fellowship offers a 10–12 month non-degree academic and professional enrichment program in the United States.

This program fosters cultural exchange and mutual understanding, allowing fellows to engage in academic coursework, gain hands-on experience, and build global networks in their respective fields. Fellows are expected to share Pakistani culture and professional insights with U.S. colleagues and, upon return, contribute to their local communities by applying the knowledge and skills gained.

Applications are invited in four major fields: Human and Institutional Capacity, Rights and Freedoms, Sustainable Lands, and Thriving Communities—each with multiple subfields detailed in the application materials.

The United States Educational Foundation highly encourages applications from women, individuals with disabilities, and professionals from underrepresented regions, including Khyber Pakhtunkhwa, Gilgit-Baltistan, Balochistan, Azad Jammu & Kashmir, Southern Punjab, and Northern Sindh. Participants must return to Pakistan after the program to promote long-term collaboration and serve as goodwill ambassadors between Pakistan and the United States.

Eligibility Criteria:

  • Candidates must hold Pakistani citizenship and possess a minimum of eight years of relevant professional experience.
  • A minimum of 16 years of formal education is required, along with fluency in both written and spoken English.
  • University faculty or researchers without administrative experience are not eligible to apply.
  • Professionals who have graduated from U.S. Individuals who have graduated from U.S. universities within the last seven years or have gained five years of work experience in the United States are not eligible to apply.
  • Individuals who have dual Pakistani/US citizenship or whose spouse, child, parent or fiancé is a US citizen are not eligible to apply.
  • Employees of the U.S. Department of State or the U.S. Department of State are also not eligible to apply.
